Are you sure it has anything to do with USE="emacs"? Fails here with USE="-doc -emacs"

Fails here with USE="emacs" (same error: make: *** No rule to make target `doc'.  Stop.) . Compiles and installs successfully with USE="-emacs".

"Here" is:

CFLAGS="-O2 -pipe"
CXXFLAGS="${CFLAGS}"
LDFLAGS="-Wl,--as-needed"
CHOST="x86_64-pc-linux-gnu"

Complete USE flags are: "bugzilla gpg tk zsh-completion -emacs -test"
Note: version 2.4.1-r1 does not include the "doc" USE flag.
