Proposed text for licenses/vim.org

The following  packages in the app-vim category come without any license. Typically, these are relatively short scripts that are hosted at <http://www.vim.org/scripts/>. I couldn't find any policy about distribution or licensing of add-ons at that site.

   app-vim/snipmate
   app-vim/vimbuddy
   app-vim/xquery-syntax

As we have discussed, I'll add a new license file for them that will
describe the situation. We will _not_ add this to any free license group.
