In http://www.gentoo.org/doc/en/handbook/handbook-amd64.xml?part=2&chap=2#doc_chap1_sect3 there is a link to the online list of global USE flags, but there's no link for the list of local USE flags. The former should be http://www.gentoo.org/dyn/use-index.xml#doc_chap1 (with trailing #doc_chap1); the latter should be http://www.gentoo.org/dyn/use-index.xml#doc_chap2.

The file to edit is xml/htdocs/doc/en/handbook/hb-working-use.xml.
