The mirror provided by Tiscali in NL most of the time doesn't accept connections because its maximum is too low. This results in rsync errors.

Please raise the maximum connections of this machine, or remove it from DNS, so that rsync doesn't fail.

That's not really grounds for removing a mirror.
If syncs fail too often for you, please work around by listing other .nl. mirrors explicitly.
