Don't sure which package xrender belongs, but it doesn't install the file Xrender.pc, that file is needed by the configuration command
  pkg-config --libs Xrender
that is needed for a Cairo install

Please search before filing bugs in the future. A search for 'xrender.pc' only brought up two results, including this one.
