Subversion uses OpenSSL to connect via the https protocol, however when i emerge with ssl support it still doesn't give that option

Reproducible: Always
Steps to Reproduce:
1. USE=ssl emerge subversion
2. svn --version
or
   svn co https://address/repos
Actual Results:  
The following repository access (RA) modules are available:

* ra_dav : Module for accessing a repository via WebDAV (DeltaV) protocol.
  - handles 'http' schema
* ra_local : Module for accessing a repository on local disk.
  - handles 'file' schema
* ra_svn : Module for accessing a repository using the svn network protocol.
  - handles 'svn' schema

Expected Results:  
* ra_dav : Module for accessing a repository via WebDAV (DeltaV) protocol.
  - handles 'http' schema
  - handles 'https' schema
* ra_local : Module for accessing a repository on local disk.
  - handles 'file' schema
* ra_svn : Module for accessing a repository using the svn network protocol.
  - handles 'svn' schema

I have OpenSSL installed, when i compile subversion manually with --with-ssl it
works.

I don't USE ssl by default, only place it in explicitly for the products I need
it for with USE=ssl emerge ...

I originally had it installed without ssl support, then re-installed it with, I
don't know if this makes a difference.

You need to compile in support for ssl in neon. As there is a neon version included in the subversion tarball your manual compile probably takes that and enables ssl support for it.
