My USE flag is "-tiff" and I nave no tiff libraries.
The media-gfx/digikam-2.9.0 broken compilation without tiff and don't have USE flags and depensies for tiff.

Reproducible: Always

Steps to Reproduce:
1. Compile world with USE=-tiff and clean dead packages
2. Recompile digikam
3. Enjoy :-)

The ebuild has media-libs/tiff in DEPEND, unconditionally.
