When emerging the package dev-vcs/git-1.7.8.6, the following elog messages are displayed:

 * These additional scripts need some dependencies:
 *   git-quiltimport  : dev-util/quilt
 *   git-instaweb     : || ( www-servers/lighttpd www-servers/apache )

Such messages should only be displayed when the package is a new install.
These situations can be checked in the ebuild as follows:

if ! has_version 'dev-vcs/git'; then
