Disclaimer: this bug has been filed in a semi-automated manner.

When emerging the package kde-base/gwenview-4.8.5, the following elog messages are displayed:

 * For SVG support, emerge -va kde-base/svgpart
 * The plugins for the KIPI inteface can be found in media-plugins/kipi-plugins

Such messages should only be displayed when the package is a new install.
These situations can be checked in the ebuild as follows:

if ! has_version 'kde-base/gwenview'; then

Has nothing to do with whether package is new install.

As in bug 440486 and bug 440496, I think that even though the message is still valid, the user is interested in such an information when the package is installed, but IMHO it's not interesting for the user after an upgrade.

Maybe could be solved adding a "svg" USE flag to pull in that needed dependency :/

If we did that, we would then upset the people who are against USE flags that do not affect how the package is built.

I guess the best solution is the optional depend support that was discussed, but momentum for that idea seems to have run out?
