When emerging the package kde-base/ksysguard-4.8.5, the following elog messages are displayed: * Note that ksysguard has powerful features; one of these is the executing of arbitrary * programs with elevated privileges (as data sources). Nope. This has nothing to do with whether there is a previous version, it's still a valid message.

The message is still valid, but it may or may not make sense to display such a message every time ksysguard is upgraded or rebuilt with different USE flags. If you think that it should be displayed in these cases, then you were right in closing the bug. I didn't know whether this was intentional or not.
