Trying to use classic unix utility apropos I've find that there is no database.
Trybig to recreate it I've find the following issue:

# mandb -c
Processing manual pages under /usr/share/man...
mandb: warning: cannot create catdir /var/cache/man
mandb: can't create index cache /var/cache/man/19627: No such file or directory
mandb: can't update index cache /var/cache/man/19627: No such file or directory
done.
# mkdir /var/cache/man
# mandb -c

mandb: warning: cannot create catdir /var/cache/man/cat2
mandb: warning: cannot create catdir /var/cache/man/cat3
...

...
(the following child directories exites utility with the same error, to my mind it should filter them using LINGUAS variable value)

Using sys-apps/man also seems to mishandle whatis database.
Normally portage should automatically update it after each installation/uninstallation of packages, containing manual pages.
