This program allows the body of a message to be filtered through a
series of filters before being passed to the real qmail-queue program,
and injected into the qmail queue.

The rest of the hooks for this are in place in -r11 of qmail, so this will be dealt with after a bit more testing.

This is now in portage, partially based off your code.
I couldn't see any valid reason to have it setuid at all, as this is not mentioned anywhere in the install docs. As such, it is owned by root.root and is non-setuid now.
