Celt has been merged into the opus codec so we may need to switch to that.

point is: spice depends on an old version of celt since that codec never reached a stable version.
My guess is that upstream will switch to opus. But even then we may want to keep that old version of celt around to support spice-clients from other distros which may still be using celt.

When upstream changes, we'll change. Until then its a valid depend.
