using stat (of coreutils or perl) gives the time, a file was last accessed. but the timestamp is not beeing updated when a file is opened only for reading.

Reproducible: Always
Steps to Reproduce:
1. stat foo
2. cat foo
3. stat foo

Actual Results:  
access time does not change although file was accessed in step 2. so no 
difference is shown by stat between step 1 and 3.

Expected Results:  
in step 3, stat should show a different access time compared to stat in step 1, 
because in step 2, the file was opend for reading.

gentoo system is up-to-date. 
bug occurs both on reiserfs and ext2. 
bug reproducable with stat of coreutils and stat of perl.
seems to be a bug in /lib/libc.so.6

please put in the outpput of "mount"  (complete)  sounds very much like you have the "noatime"  mount flag enabled
