if media-libs/gd not installed, glibc not build memusage and memusagestat with USE=gd

Reproducible: Always

Steps to Reproduce:
1. emerge -C media-libs/gd (if installed)
2. USE=gd emerge -1 glibc

Actual Results:  
glibc not depend on media-libs/gd and memusage and memusagestat tools are not installed

Expected Results:  
glibc depend on media-libs/gd and memusage and memusagestat tools are installed

yes you are right, but still won't be happening, see bug 204525
