The `pwdecrypt` utility is missing from the build (using +utils).
In fact it's missing from the makefile itself (mozilla/security/nss/cmd/manifest.mn)

This utility has no man page, hense it does not get installed. We only install utilities that have a man page avaliable, this is the standard that has been requested by upstream to keep systems stable.
