This is an issue in python, not in libxml2. You probably enabled "build" USE flag for dev-lang/python, which would make this bug invalid. I can emerge libxml2 by itself but when I set the local USE flag to python =dev-libs/libxml2-2.8.0_rc1 python as required for emerging xorg-server I get the following error:
