I fixed this problem by "USE=build emerge svgalib" so I'm sure it's a use flag error

the output you provided doesnt contain any errors

please attach the log file when running `emerge svgalib >& log`

mario: your 'bug' is unrelated ... chances are you havent setup /usr/src/linux yet

yeah, your kernel also needs to be 'setup' Kenny

from the Makefile.alt:

    @echo INCLUDEDIR is not set up correctly
    exit 1
endif

the @echo is illegal in makefiles at that point which is why you got the error:
Makefile.alt:11: *** commands commence before first target.  Stop.

you need to go setup your /usr/src/linux tree and then emerge svgalib
