Bug 43069 – emerge system @ Gentoo 1.4 stage2 fails with current portage tree (python 2.3.3 and portage 2.0.49-r4)

With the current portage tree and gentoo 1.4 stage2 (maybe other stages as well), emerge system fails at installing python-2.3.3. 
Stage2 has portage-2.0.49-r4 installed, while python 2.3.3 needs portage >=2.0.49-r19. When you do a "emerge portage", it wants to install portage-2.0.50-r1, which needs python 2.3.3. 

To solve it, you have to manually install portage-2.0.49-r21.ebuild and after that emerge python-2.3.3 to finally have portage-2.0.50-r1.ebuild installed. 

This can be very confusing especially for beginners.

Reproducible: Always
Steps to Reproduce:
1. Install Gentoo by using Gentoo 1.4 stage 2 (stage 1 would do the same, I think)
2. Work your way through the Install Guide until emerge system

Actual Results:  
emerge system will fail and say that it cant emerge python-2.3.3 because it
needs portage-2.0.49-r19 or higher.


Expected Results:  
It should maybe first install portage-2.0.49-r21 from the portage tree, then
python-2.3.3 and finally portage-2.0.50-r1.
