Fixes pconf configure problem for non-x86_32 platforms
I tracked down the problem.
The file (non-standard) ./configure script tried to execute a pre-built statically linked ELF32 binary "pconf/pconf", which will fail on all platforms except for x86_32 for obvious reasons.
The attached patch enforces locally rebuilding the binary, thus making it work on platforms other than x86_32 as well.
In addition, executing pre-built binaries isn't exactly the way a source-based distribution like Gentoo is intended to go.
