sci-visualization/gfsview-20120706 wants to downgrade Mesa since it depends
on the osmesa use-flag of mesa which doesn't seem to be present with
Mesa-8.1_rc1_pre20120724

No, the USE flag is still there. It's just masked. So yes, if gfsview needs that, then you need to downgrade to an ebuild that supports USE=osmesa and wait until normality has been restored. I don't see an actual bug here.
