bug probably can be closed
everything is either -fPIC or -fPIE on Hardened
don't know about non-Hardened

/usr/lib64/apache2/modules/ ELF 64-bit LSB shared object, x86-64, version 1 (SYSV), dynamically linked, stripped

-fPIE caused some problem with custom gcc specs, which I don't use now
