stop installation of rc.d shell script

the vanilla tarball installs a shell script to allow rc to control launching this binary via rc.conf syntax (e.g. load_istgt="YES"), which we don't use in Gentoo with OpenRC

fix man dir path

the man page directory value is incorrect in vanilla. This patch corrects the path to be whatever is set via the --mandir=PATH argument passed to ./configure
