Instead of just using CTARGET to avoid the scanelf checks it would help to have QA_PREBUILT set so that it won't report other things such as ldflags and cflags validation.

there are no violations to report here.  QA_PREBUILT would flag the entire tree because there is nothing compiled here.

bfin-toolchain-2011.1_rc4 now sets QA_PREBUILT="*"
