Pacemaker has two release branches, 1.0.x for stable release and 1.1.x for development release.

The latest (1.0.12) stable version has been released as the following announcement:

Most of the changes are bugfix, but from this release the repository has been changed from hg.clusterlabs.org to github.com.

I attached the draft of the ebuild of pacemaker-1.0.12.

Ah no, you didn't. Next time, a patch from the latest to the new ebuild (and patches for the new ebuild) would do nicely, please.

This time, I attached a patch file for the ebuild for pacemaker-1.0.12 from the latest portage.
