I did an emerge sync today and _dozens_ of ebuilds are newer than their ChangeLog file. For example

app-shells
2004/02/21 00:37:06     bash-2.05b-r9.ebuild
2004/02/15 21:07:38     ChangeLog

arts
2004/02/19 23:17:47     arts-1.2.0.ebuild
2004/02/15 17:03:02     ChangeLog

xemacs
2004/02/21 22:54:05     xemacs-21.4.12.ebuild
2004/01/26 13:45:26     ChangeLog

Is it safe to emerge these ebuilds?
