Bug 421801 – tcllib-1.14 ebuild missing dependency on dev-lang/tcl

when I try to install tcllib on a relatively new Gentoo system, it fails because the tcllib Makefile requires the tclsh binary.  The tcllib-1.14.ebuild is missing DEPEND="dev-lan/tcl".  If I 'emerge tcl' and then 'emerge tcllib', tcllib gets installed as expected.

Reproducible: Always

Steps to Reproduce:
1. Install the base Gentoo system
2. Install tcllib with 'emerge tcllib'
Actual Results:  
The ebuild fails because teh tcllib configure script can't find the tclsh binary.

Expected Results:  
tcllib is installed.

You might also want to bump the EAPI to the latest and set RDEPEND, while you're at it.
