Fail2ban essentially tails log files. It can do this either by polling, or by using gamin. From the manual,

  Here is a list of the most important features available in Fail2ban:

   * client/server
   * multithreaded
   * Gamin support
   * ...

The use of gamin greatly increases performance and is fail2ban's default. In my opinion it shouldn't even be optional since gamin pulls in few dependencies.

Since fail2ban is written in python and executed "import gamin", I would also suspect it needs libgamin[python].
