$GCC_SPECS are being set to those ones of crosscompiler instead to the ones of host
powerpc is crosscompiler
x64_64 is host

Expected Results:  
$GCC_SPECS should be set to the one of host compiler

After gcc-config changes above env files are in following state:

GCC_SPECS with cross-compilers are not supported currently
