libnl3's documentation generation system saw an overhaul in 3.2.10 with a new dependency on media-gfx/mscgen, so please test and keyword:

media-gfx/mscgen does not appear to work properly on HPPA (test suite failures, segmentation faults when used to build the libnl documentation) so I have masked USE=doc for dev-libs/libnl in the HPPA profiles.

Marked ~hppa.

When the 3.2.14 release is fixed upstream (see [URL]), this will probably be obsolete, as the docs will be distributed separately and pre-compiled.

3.2.14 does indeed do away with all the documentation building deps.
