BACKGROUND: I introduced a new USE_EXPAND flags for curl because of the growing number of backend ssl providers, CURL_SSL.  Two new providers, net-libs/axtls and net-libs/polarssl, are triggered by CURL_SSL="axtls" and "polarssl" respectively.  These are not keyworded on ia64, alpha, powerpc, arm and sparc.  I added use.masks for those in profiles/default, but I was later informed by the hppa team that this is 1) the wrong place and they should go into profiles/arch and 2) I should have dropped the arch keywords in the curl ebuild and filed a bug so that the arch teams can decide what do to.

My appologies on both accounts.  This bug report is to remedy the situation.

ping @arch teams.  Can I get some direction on this issue.  I'm willing to do the work if you are too busy, but I need some direction and an ACK.

I have joined ppc/ppc64 teams and taken care of this issue for those arches.
