This is caused by a typo in a pkgconfig file installed by dev-libs/libpeas-1.4.0.

As a quick workaround, you can edit /usr/lib64/pkgconfig/libpeas-1.0.pc and replace "gio-2.0 >= @GIO_REQUIRED" with "gio-2.0 >= 2.31"

Should be fixed in libpeas-1.4.0-r1. Thanks for reporting.
