portage-utils doesn't work with md5-dict cache enabled

Reproducible: Always

Steps to Reproduce:
1.run any of cache utilities from portage-utils (qcache)
2.portage-utils expects ../metadata/cache to exist and doesn't work with md5-cache only enabled tree. 
3.
Actual Results:  
# q -m
q: chdir to portage cache '/var/cache/portage/metadata/cache' failed: No such file or directory

Expected Results:  
md5-cache work correct

The PMS cache format has now been dropped from the tree, so this is absolutely required to continue using the tools. This has broken Willikins, the gentoo bot!

robin implemented this.  it'll be in 0.11.
