Bug 411893 – media-libs/libharu-2.2.1-r1 fails to buils with USE="png -zlib"

Going through bug 411085 I found that the dependencies aren't correct when using USE="png -zlib".

Reproducible: Always

Steps to Reproduce:
1. Emerge =media-libs/libharu-2.2.1-r1 with USE="png -zlib".
Actual Results:  
Build fails due to error in configuration stage. See build log.

Expected Results:  
Portage should catch this and give a warning/die.
