A CBQ replacement for QOS.  Not yet part of the kernel, but the Heirarchical
Token Bucket patch has a section in the Advanced Routing HOWTO.

If this patch is included, then both the kernel and iproute2 package need to be
patched.

We will have support for this in 2.4.19-r2 :)  We're using it on chiba now :)
