In test phase, xmlrpc-c fails the C++ tests with "Unexpected error thrown: clientTestSuite failed.  clientCurlTestSuite failed.  
testclient.cpp:654: expected (rpc2P->isFinished())" 

Reproducible: Always

Steps to Reproduce:
1. emerge -1 =dev-libs/xmlrpc-c-1.28.03
Actual Results:  
Test phase fails and emerge exits

Expected Results:  
Test phase should complete and emerge should finish successfully.
