Bug 406323 – sys-apps/portage-2.1.10.49: emerge returns 0 for a no answer to a merge and 1 for depclean

When answering no to an emerge -auDNv world, emerge returns an exit status of 0.  When you answer no to an emerge --depclean -av, emerge returns an exit status of 1.  This is inconsistent behavior and I would expect it to return a non-zero exit status when you supply an answer of no to the --ask parameter

This is fixed in 2.1.10.50 and 2.2.0_alpha94.
