Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables PLPLOT_CFLAGS
and PLPLOT_LIBS to avoid the need to call pkg-config.

sci-biology/emboss-6.3.1_p4 does have that dependency. I don't see an -r1 here. Are you using an overlay?

Sorry, yes, sci overlay. I see "inherit emboss" in the ebuild so maybe that could take care of the DEPS on plplot and others?
