I keep forgetting, and the man page doesn't tell me, what the emerge option is to update the world file without rebuilding a package.

Eventually I find my way to http://en.gentoo-wiki.com/wiki/Portage which reminds me.

The man page for emerge, and the --noreplace [-n] option should include a comment along the lines of 'This option can be used to update the world file without rebuilding a package.'

This is fixed in 2.1.13.3 and 2.2.0_alpha192.
