At least nvidia-toolkit needed to build applications that uses cuda (it was my case). And this can be run as non-root. *. While I've tested this ebuild I've failed to run some cuda e xamples in prefix, but this is problem of my optimus video-card. If there is no other problems I can update ebuild to use EAPI 3, and make additional test in a next few days.
