dev-games/hawknl-1.68-r1.ebuild doesn't have a valid ebuild header:

The ebuild for hawknl was originally contributed in bug 25560 (attachment 15216 [details]) and had a standard Gentoo copyright line. src_unpack() of that ebuild is just the default from skel.ebuild, and both src_compile() and src_install() were completely replaced by vapier before committing the first version to CVS: <http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/dev-games/hawknl/hawknl-1.66.ebuild?revision=1.1>.

So I think that simply replacing the ebuild's header should be safe. See also trustees' decision in bug 403705 comment #10.
