Pcsc needs a systemd unit like it's described by Ludovic (pcsc maintainer). Since gentoo have systemd in portage it would be nice to have this one installed if the user uses systemd.

Let pcsc-lite install its systemd units without "systemd" USE flag. Small files should be installed without a USE flag.
