/usr/lib/libsnmp.la is a file created by libtool, with a few bits of
information about libsnmp.so. It is used by libtool when compiling apps that
utilize libsnmp. I don't know of any apps that use libtool to link against this
library, but this is incorrect behaviour and should be fixed.
The line in question is:

# Directory that this library needs to be installed in:
libdir='/var/tmp/portage/net-snmp-5.1/image//usr/lib'

This really needs to be just /usr/lib.
