stage3-x86-20040128.tar.bz2 from gentoo 2004.0 do not include /dev directory which is needed for other configuration/installation steps.

Reproducible: Always
Steps to Reproduce:
1. Begin a new installation with the mentioned stage tarball.
2. After extracting, the /dev folder will be missing, causing a lot of trouble later.


Actual Results:  
/dev is missing.

Expected Results:  
/dev folder should be there like on previous 1.4 build stages.

Moving these so we can remove the "Install CD" component from "Gentoo Linux".

I apologize to everyone for this spam, but according to the bugzilla developers,
this is the only reasonable way to do this.
