italc-2.0 is available. does gentoo support anymore italc? Reproducible: Always

The problem is that italc is currently in an orphan state and, the worst thing, it has changed his build system completely moving from autotools to cmake (and then, needed a totally new ebuild). If anybody can provide an updated ebuild, I am happy to review and commit if possible
