When you drag a url favicon over a Bookmarks Toolbar folder, the folder doesn't open to show its current contents and allow placement of the favicon at any particular point in the folder content list. Currently, the Bookmark Toolbar folder doesn't open at all, so, you just drop it on the folder and the url and info becomes last on the list.

The open folder and place functionality has been available in the Mac version for approximately nine months or so. Now that the current version of chromium, 17.0.963.46, exceeds the Mac version, I don't mind asking if we can expect to see this functionality anytime soon?

It looks like this has been requested upstream. You can star that issue to get updates.
