rspec-rails currently does not have a USE_RUBY containing ruby19.

As far as I can tell, besides adding ruby19 to USE_RUBY, the ebuild will need the the ruby_add_rdepend versions updated from 3.0 to 3.1 for activesupport, actionpack and railties.
