ffmpeg has new tools in 0.10.0 that are not getting built and/or installed: "aviocat" and "ffeval"

actually, i've added a bunch of such useflags for various tools, including these ones, to -9999, they'll get in the next ffmpeg release

and 0.10.2 is in tree
