Ebuild for qjackctl 0.2.4 version.

This builds and qjackctl runs.  However, you will see errors like this.  It appears that qjackctl tries to access the directories and doesn't make them until the end.  

ACCESS DENIED  mkdir:     /usr/qt/3/etc/settings
QSettings::sync: failed to open '/root/.qt/qt_plugins_3.2rc.tmp' for writing
ACCESS DENIED  mkdir:     /usr/qt/3/etc/settings
QSettings::sync: failed to open '/root/.qt/qt_plugins_3.2rc.tmp' for writing

Works but gives error messages about accessing /usr/qt directory.

I couldn't test this yet, but I think that a similar fix as in 
http://www.gentoo.org/cgi-bin/viewcvs.cgi/dev-db/tora/tora-1.3.13.ebuild?r1=1.2&r2=1.3
could solve this.

0.2.8 is out.
ebuild bumped from 0.2.3, emerged without an error.

the /usr/qt/3/etc/settings is a dupe of bug 40132
qjackctl-0.2.8 is now in cvs, keyworded ~arch.
