Nagios requires libtool (libltdl.so) to run.

Reproducible: Always

Steps to Reproduce:
1. Install net-analyzer/nagios from binhost
2. Start nagios
Actual Results:  
nagios: error while loading shared libraries: libltdl.so.7: cannot open shared object file: No such file or directory

Expected Results:  
Nagios launch without errors.

This is fixed in the latest nagios-4.x that I've just committed, thanks for the report!
